President Lula´s government induces the approval of a pro-transgenics legislation. Almost an open door for GMOs in Brazil. With the support of substantive portion of Worker´s Party (PT), Congress gives the green light for the replication of modified seeds in this country
The Provisory Measure (PM) approved by the Brazil´s Chamber of Deputies on November 12th confirmed a pro-transgenics trend at the very heart of President´s Lula Government. The MP paved the way for the commercialization of genetically modified soya in 2004. At the same time, the government sent to the Parliament a bill proposal (PL) that, theoretically, accepts most of the anti-transgenics movement. Both proposals confirm that Lula and his government's decisory nucleus decided to put apart Minister of the Environment Marina Silva, the main allied of the anti-transgenics movement.
With the authorization for replication of modified seeds and the liberation of the commercialization of genetically modified organisms (GMOs) in 2004, both measures found in the PM, president Lula's government sent an important signal for the pro-transgenics deputies in the Parliament: that he forgot his electoral commitments. He guaranteed in his government program that would apply the precautionary principle and even reised the possibility of running a five moratorium for OGM. By doing so he paved the way for the defenders of the transgenics in the Congress to change the PL (actually, they are majority in the commission that analyzes the PL in the Chamber).
The government also nominated federal deputy Paulo Pimenta, of the Worker´s Party (PT), to report on the PM. Pimenta is one of the main voices of the big landowners and soya producers of Rio Grande do Sul State, through which entered the illegal transgenic seeds smuggled from Argentina. Pimenta is also one of the deputies of PT who in April visited the facilities of Monsanto in the USA and South Africa, in tour funded by the American embassy. Pimenta now plans to authorize the companies licensed by Monsanto in Brazil to multiply transgenic seeds - even before the liberation!
By authorizing the multiplication of GM seeds Monsanto and its deputies eye at reinforcing the "de facto" they have been putting in practice in Brazil.
The bill in the Chamber will runs under the regime of constitutional urgency, suggested by the government, what forces the voting by December 14. In this period, it will be fundamental we have your support. Please, send deputies the following message:
"We members of the social movement organized internationally, from different parts of the world, ask the Brazilian Congressmen who are now discussing a national Law on Biosafety to take into account:
1. that Brazil will become by the end of 2003 the largest world producer and exporter of soy due to the country´s condition of genetically modified organisms free;
2. the scientific principle of precaution, already adopted by the Constitution of the French Republic, when dealing with such strategic subject;
3. that in any place of the world nor defenders of the transgênicos nor its opponents developed conclusive scientific studies on the safety of those organisms for the consumers and for the environment;
4. that the Brazilian biological diversity is possibly the largest of the planet, what demands successive mechanisms to guarantee its integrity against the contamination by non natural organisms.

Resistance of Paraná State
In this context of a declared will of president´s Lula government to open up Brazil to transgenics, the symbol of resistance to modified food is now in the Southern cone of the country. Paraná State, national largest soya exporter and second in production, passed last month a state law that forbids the cultivation, storage and commercialization of transgenics with the open support of a broad and numerous coalition of national groups from the fields of environment defense, consumer´s rights and agroecology as well as the local section of the Workers Party, to which Lula belongs to, and that used to oppose GMOs firmly in the previous administration.
Paraná´s a key position in the national geopolitical chess game of transgenics. The state government controls the port of Paranaguá, the largest soya exportation port of the country, and is close to sign an agreement with China´s government to export 100% of it´s soya production for a period of at least 10 years and possibly 15 since it is proved GM-free. Paranaguá also is the door for exportation of other Brazil´s big soya exporters, such as Mato Grosso (the largest), Rio Grande do Sul (heavily contaminated by GMOs, now forbidden to use Paranaguá) and even the neighbor country Paraguay.
Definitively, the fight for a GM-free Brazil has in Paraná, led by a supporter of Lula, the most important site in the moment.

El gobierno de Lula induce la aprobación de una legislación pró-transgénicos Casi una puerta abierta para OGMs en Brasil Con el apoyo de porción substantiva del Partido de Los Trabajadores (PT), el Congreso discute la replicación de semillas modificadas en el PaÃs
La Medida Provisoria (MP) aprobada por la Cámara de Diputados de Brasil en 12 de noviembre comprobó que hay una fuerte tendencia pro-transgénicos no corazón del gobierno de Presidente Lula. La MP pavimentó el camino para la comercialización de soja genéticamente modificada en 2004. Y, al mismo tiempo, el gobierno envió al Parlamento una propuesta de ley (PL) que, teóricamente, acepta la mayorÃa de las sugerencias del movimiento del anti-transgénicos.
Ambas propuestas confirman que el núcleo decisorio del gobierno decidió poner aparte la Ministra del Medio Ambiente, Marina Silva, la principal aliada del movimiento anti-transgénico. Con la autorización para la replicación de semillas modificadas y la liberación de la comercialización de organismos genéticamente modificados (GMOs) en 2004, ambas medidas encontradas en el MP, el gobierno de Lula envió un sinal importante para el lobby pro-transgénicos en el Parlamento: que Lula se olvidó de sus compromisos electorales, cuando garantizó en su programa gubernamental que aplicarÃa el principio de precaución y levantó incluso la posibilidad de ejecutar una moratoria de cinco años para OGMs en Brasil.
Haciendo asÃ, Lula pavimentó el camino para los defensores de los transgénicos en el Congreso cambiaren el PL (ellos son la mayorÃa en la comisión que analiza el PL).
El gobierno también nombró el diputado federal Paulo Pimenta, del Partido de Los Trabajadores (PT), para relatar el MP. Pimenta es uno de las voces principales de los grandes terratenientes y productores de la soja de RÃo Grande do Sul a través de que han sido contrabandeadas las semillas transgénicas de contrabando desde Argentina. Pimenta también es uno de los diputados de PT que en abril visitó las plantas de Monsanto en el EE.UU. y Sudáfrica, en un gira suportada financieramente por la embajada americana. Ahora Pimenta planea autorizar las compañÃas autorizadas por Monsanto en Brasil para multiplicar las semillas transgénicas - incluso antes de la liberación! Autorizando la multiplicación de semillas de GM, Monsanto y sus diputados planean reforzar ala estrategia "del facto" que ellos han estado poniendo en la práctica en Brasil.
EL PL en la Cámara siegue bajo el régimen de urgencia constitucional, sugerido por el gobierno, que fuerza la votación hasta 14 de diciembre. En este periodo, será fundamental que nosotros tenemos su apoyo. Por favor, envÃen el siguiente mensaje a diputados:
"Nosotros miembros del movimiento social organizados internacionalmente, de partes diferentes del mundo, pedimos a los Diputados Brasileños que están discutiendo una Ley nacional de bioseguridad que tienen en cuenta:
1. Brasil se tornara hasta finales de 2003 el más grande productor mundial y exportador de soja debido a la condición de PaÃs libre de organismos genéticamente modificados;
2. el principio cientÃfico de precaución, ya adoptado por la Constitución de la República francesa, al tratar con el tal asunto estratégico;
3. que en cualquier lugar del mundo ni defensores de los transgênicos ni sus antagonistas desarrollaran estudios cientÃficos conclusivos sobre la seguridad de esos organismos para los consumidores y para el ambiente;
4. que la diversidad biológica brasileña, posiblemente es el más grande del planeta, demanda mecanismos sucesivos para garantizar su integridad contra la contaminación por organismos naturales. Cordialmente,

La resistencia del Estado de Paraná
En este contexto de voluntad declarada del gobierno de presidente Lula abrir Brasil a los transgénicos, el sÃmbolo de resistencia a la comida modificada está ahora en el cono sur del paÃs. El Estado de Paraná, el exportador nacional más grande de soja y segundo en la producción, aprobó el mes pasado una ley estadual que prohÃbe el cultivo, almacenamiento y comercialización de transgênicos, con el apoyo abierto de una unión ancha y numerosa de grupos nacionales de los campos de defensa de ambiente, derechos de los consumidores y agroecólogos asà como la sección local de Partido de los Trabajadores (PT), a que Lula pertenece y que se oponÃa a los OGMs firmemente en la administración anterior.
Paraná se queda en una posición importante en el juego geopolÃtico nacional de transgénicoss. El gobierno estadual controla el puerto de Paranaguá, el más grande de exportación de soja de Brasil y está muy cerca de firmar un acuerdo con el gobierno de China para exportar 100% de producción de soja por 10 y posiblemente 15 años, desde que se prueba libre de OGMs.
Paranaguá también es la puerta para la exportación de otro Brazil´s los exportadores de la soja grandes, como Mato Grosso (el más grande), RÃo Grande hacen Sul (pesadamente contaminó por GMOs, ahora prohibido para usar Paranaguá) e incluso el neighbour Paraguay rural. Definitivamente, la lucha para un Brasil libre d OGM tiene en Paraná, gobiernado por un partidario de Lula, el sitio más importante en el momento en la lucha anti-transgénico.
